Step 2
Top with roast beef.
Step 3
Roll jelly roll style, and slice into 1-inch pieces.
Step 4
Secure each piece with a toothpick.
Step 5
To make horseradish cream, whisk all ingredients in a bowl until well combined.
Step 6
Serve pinwheels alongside cream sauce.
